Alna residents are about to vote on a proposed change to their Shoreland Zoning Ordinance. If that change were to bring real improvements, everyone would vote for it. But the proposed amendment seems to have been prepared in haste, without proper justification.
The proposal recommends easing regulations on shoreland zone structures. But it doesn’t say why such changes are necessary. What problem is it addressing? Implementing a solution for a problem that isn’t well defined is not good management. It could fail to solve the problem or worse have unintended and costly results.
Belgrade board denies appeals on Sandy Cove road property
The property at 326 Sandy Cove Road was issued an after-the-fact building permit and defined as an accessory structure.
The Belgrade Board of Appeals meets Wednesday afternoon.
BELGRADE Neighbors who appealed an after-the-fact Shoreland Permit issued to a property at 326 Sandy Cove Road along Long Pond in Belgrade brought their cases to the Belgrade Board of Appeals in a Zoom hearing Wednesday afternoon, only to have their appeals denied.
The property, owned by Jody and Stephen Jones, received a permit from Belgrade’s Planning Board on Aug. 6, 2020. The two-story, 1,028-square-foot structure has a garage, laundry room, three bedrooms and two bathrooms.

This fall the Alna Board of Selectmen appointed three new members to the Alna Planning Board. One of the selectmen had publicly stated that that no Planning Board appointments should be made from the body of citizens who had expressed public opinions on Jeff Spinney’s controversial proposal to construct a motorboat ramp into a pristine stretch of the Sheepscot River. As it turned out, two of the appointees the selectmen made had expressed written support for the proposal and at the time of the appointment, one of those two appointees was a director of the Golden Ridge Sportsmen’s Club, a co-user of the proposed motorboat ramp. Then, two weeks ago, these two new appointees approved Spinney’s newest motorboat ramp proposal after the previous Planning Board had failed to approve an essentially similar one. To an outsider looking in, it appears as if the “fix” was in.
