Despite being sworn to do no harm, his greedy need to feed his extravagant lifestyle led this family doctor to endanger vulnerable addicts, and at the time of his arrest, he was even hoping to flood more of the drug onto the streets in return for more cash.
So Otto, 62, more than deserved the stiff sentence handed down on Nov. 14, 2019. But he’s not behind bars instead, he’s believed to be leading the good life somewhere in his native Uganda, far from the grasp of Canadian law.
