(Bloomberg) The Texas agency that oversees the state’s power sector is down to a single regulator after two of three members resigned in the wake of last month’s blackouts.Shelly Botkin, a commissioner for the Public Utility Commission of Texas, submitted her resignation Monday, according to an agency spokesperson. Her departure follows that of former Chair DeAnn Walker, who stepped down last week after drawing the ire of Texas lawmakers when she repeatedly disavowed any responsibility for the disaster. The agency can still function with only one sitting commissioner, according to state law.The exits come as Texas continues to grapple with the fallout of an energy disaster that crippled the electric grid, cut power to millions during a deep winter freeze and left dozens dead. About $16 billion in overcharges for wholesale electricity racked up because of a pricing error during the massive failure of the state s power grid last month won t be reversed, after Texas utility regulators rejected a recommendation that they make the change.

Potomac Economics, a Virginia-based firm that s paid by the state to provide an arm s-length assessment of the Texas power grid, recommended Thursday in a letter to the commission that the overcharges which were billed to retail electric providers, distributors and others be reversed by retroactively lowering wholesale electricity prices for a 32-hour period beginning Feb. 18.

Another Texas utility regulator appointed by Gov. Greg Abbott resigned Monday following the deadly February blackouts that left millions of people without electricity or heat for days.
The state s Public Utility Commission said in a terse statement that Commissioner Sherry Botkin was stepping down immediately. She is the second commissioner to leave, joining former Chairwoman DeAnn Walker, who resigned last week.

The commission is responsible for regulating the Texas power grid and is under intensifying scrutiny following one of the worst blackouts in U.S. history. More than 4 million customers lost electricity in subfreezing temperatures, and the winter storm and resulting outages are blamed for more than 50 deaths.
