email article WASHINGTON President Biden s executive order asking three federal agencies to review the public charge rule drew plaudits from several health policy experts, while others decried the move as a step in the wrong direction. The public charge rule, part of the Immigration and Nationality Act, was issued in October 2020 by the Department of Homeland Security. It states that immigrants who are applying for a permanent residency green card or for citizenship will be negatively affected on their applications if they have used public programs such as the Supplemental Nutrition Assistance Program (SNAP), Medicaid, or Temporary Assistance to Needy Families for more than 12 months in a 3-year period prior to applying.

Image Shelby Gonzales is the Senior Director for Immigration Policy. She focuses primarily on leading the Center’s work related to access to public benefit and other supports for immigrants and their families. Gonzales also provides the health team strategic direction related to implementation of effective outreach and program simplification strategies to promote enrollment and retention in Medicaid, the Children’s Health Insurance Program (CHIP), and the Affordable Care Act marketplaces. From 2011 to 2015, Gonzales served as a member of the Advisory Panel on Outreach and Education, which provides expertise to the Department of Health and Human Services, and the Centers for Medicare and Medicaid Services Administrator on matters related to education and outreach to enroll and retain individuals in health coverage programs. She currently sits on the Commonwealth of Virginia’s Children’s Health Insurance Program Advisory Committee, is a board member of the Commonwealth Instit
