Two days after bombs killed 31 people in brussels, police in france say they have stopped another terror plot. A man described as a highlevel member of a Terror Network was arrested today. He is believed to have been at an advanced stage at this point. Belgian officials announced they overlooked a warning about one of the suspects. Turkish authorities warned belgian that he was, quote, a foreign fighter. Today belgium took a step back to a notch below the maximum. Our correspondent has more.
