Almost nine months after Mark Saunders vacated his seat, Toronto’s search for a new chief of police seems to have stalled.
According to Sandy Murray, senior advisor to the Toronto Police Services Board (TPSB), the promised international search to find a new chief won’t start until after public consultations are completed – and it’s still not clear when the latter is expected to get underway. Murray offered no specific timeline on that.
Her family have accused the police of playing a role in her death, though the officers present have been cleared of any wrongdoing. Against that complex backdrop, and because a public consultation must take place, it is possible a new chief will not be appointed until next year. And that appears to have hastened the departures of both Coxon and fellow deputy chief Barbara McLean. Coxon, McLean and Hong Kong-born Peter Yuen were all appointed to the position of deputy chief at the same time, in August 2017, in a bid to modernise the Toronto force.
The star
Coxon was the least experienced and youngest of the trio and regarded as the star of the group â for modernisation and academic prowess rather than crime investigation. With the Garda having gone through years of scandals â though that has lessened in more recent times â one source in Toronto says the âpivot towards changeâ period the Garda is going through will have proven very attractive to Coxon.

A Cullohill resident has been appointed Deputy Garda Commissioner.
Anne Marie McMahon was appointed by the Government on Tuesday, February 9 alongside Dr Shawna Coxon following a competition run by the Policing Authority.
Anne Marie McMahon will take up the role of Deputy Commissioner, Policing and Security in March.
Dr Shawna Coxon will take up the role of Deputy Commissioner, Governance, Strategy and Performance when she joins the organisation in April 2021.
Anne Marie McMahon was Acting Deputy Commissioner, Governance, Strategy and Performance, An Garda Síochána.
Anne Marie has served in An Garda Síochána since 1986 in a variety of roles including Assistant Commissioner, Southern Region; Head of Training in the Garda College; Chief Superintendent, Community Engagement; and Superintendent, Bruff and Roxboro Districts. Anne Marie also served with the UN mission in Cambodia in 1993.

THE GOVERNMENT HAS approved the appointment of two Deputy Garda Commissioners – including one senior officer from the Toronto Police Service in Canada.
Dr Shawna Coxon and the current acting Deputy Commissioner Anne Marie McMahon were nominated for the roles by the Policing Authority following open competition.
West Clare woman becomes deputy Garda commissioner

A KILMURRY McMahon native has been appointed as one of two new deputy commissioners of An Garda Síochána.
Anne Marie McMahon was appointed to the role on an interim basis last March and, now that she had been formally appointed, makes history as one of the highest ranking female members of the force.
Ms McMahon joined the Gardai in 1986 and was stationed at Coolock Garda Station, Dublin and Henry Street in Limerick.
In the early ‘90s, she served with a United Nations mission in Cambodia and in 1995 was promoted to sergeant and instructor at the Student Probationer School, Garda College. Between 1997 and 2002, she served as Operational /Community Policing Sergeant in Henry Street District.
