LISBON In county Common Pleas Court, a charge of rape and four counts of gross sexual imposition against Nelson H. Walter, 82, South Avenue, Salem, were dismissed. According to court documents, one evaluation found him incompetent to stand trial and a second evaluation could not be completed and the decision was made to dismiss without a civil commitment due to his hospitalization, advanced age and ill health. Walter had been accused of touching three children between the ages of 6 and 11 over a period beginning in 2003 and continuing through 2017. One of the charges was an unclassified felony, while the other four were third-degree felonies.
