十三届全国人大常委会第二十九次会议10日下午表决通过《关于授权上海市人民代表大会及其常务委员会制定浦东新区法规的决定》（下称《决定》），自公布之日起施行。 此前，司法部部长唐一军在作《决定》草案相关说明时表示，建立完善与支持浦东大胆试、大胆闯、自主改相适应的法治保障体系，比照经济特区法规，授权上海市人大及其常委会根据浦东改革创新实践需要，遵循宪法规定以及法律和行政基本规则，制定法规，可以对法律、行政法规、部门规章等作变通规定。 解读：这次授权对上海意味着什么？上海市人大常委会法工委主任丁伟在接受媒体采访时解释，“比照经济特区法规”，就是给上海地方立法赋能扩权，在浦东新区行使相当于经济特区的立法权。 特区立法权被认为是经济特区的“尚方宝剑”，最大特点是可以“变通”
