In the late 1960s or early 70s, the Rev. Armour Roberts drove three boys from Bismarck to New Leipzig to visit another priest, the Rev. John Owens.
The men mixed cocktails for the boys, and the boys high school freshmen drank until they were drunk. One passed out and later awoke with Owens standing over him, partially naked and inappropriately touching him. Owens had already molested another boy. Roberts was in an upstairs room with the third boy.

BISMARCK North Dakota lawmakers rejected three bills that would expand the statute of limitations for civil and criminal actions in childhood sexual abuse cases.
On Wednesday, Feb. 10, the House Judiciary Committee gave all the bills do not pass recommendations, and on Friday, Feb. 12, the bills failed to pass on the floor of the House of Representatives.

Flood protection and bonding bills top of the list of 2021 legislation being watched by the City of Minot in the state Capitol.
Shane Goettle, Minot’s assistant city attorney for legislative affairs, reported to the council Monday on bills of interest, including some on which the mayor, certain council members or city staff have testified during committee hearings.
Goettle said he is tracking and monitoring just over 150 bills and resolutions.
“Every aspect of city governance and responsibility is touched by one bill or another,” he said. “We prioritize, for example, flood protection and NAWS, and almost not a day goes by without me talking to somebody about where we’re at with that.

BISMARCK – Bakken Midstream Natural Gas, LLC, a developer of value-added natural gas infrastructure in North Dakota, announced Tuesday it has signed an informal agreement for its first ethane supply to support a large-scale, baseload power plant.
The Williston Basin Energy Center will be the largest power plant to utilize advances in combustion turbine technology that use ethane as the primary fuel source. The Energy Center will be located in the Mountrail-Williams Electric Cooperative territory near Williston, subject to final operational and power purchase agreements.
In October 2020, Bakken Midstream announced it had secured nearly $25 million from two separate capital raises for the purpose of bringing the value-added natural gas industry to North Dakota, including ethane-fueled power generation projects and related pipelines and infrastructure.
