Lubbock emergency management official accused of having child porn on government-owned tablet Child pornography charges have been filed against Lubbock s deputy director of emergency management in connection with a Texas Department of Public Safety Investigation. Justin David Musgraves, 38, was indicted Wednesday by a federal grand jury on a charge of possession of child pornography involving a prepubescent minor. He is accused of downloading images of child sexual abuse on a MicroSD card found on a tablet issued to the Shallowater Fire Department, where he has served as a deputy chief.  Musgrave s charge stems from a Texas Department of Public Safety investigation that began in late September after images of child sexual abuse were found on a Shallowater Fire Department computer tablet that he was responsible for.
