Is Dawes Plan Unworkable?

THE first year of the Dawes plan ended on September 1 last. Writing for The Times (New York), Denys P. Myers, corresponding secretary for the World Peace Foundation, remarks: “It has been a perfect year.” But, for all that, when one has read what Mr. Myers subsequently has to say, one wonders whether he meant that word “perfect” in the true sense or in the ironic one. It has been reparation’s banner year and it is likely to remain so, Mr. Myers repeats; but he almost immediately adds that “while there is no hint that Germany will not live up to her engagements, the evidence accumulates that the creditors are about to encounter difficulties in getting out of Germany the money which Germany has paid.”
