Share it California s energy sector stands to gain a lot from President Joe Biden s $2 trillion infrastructure plan  which would set aside billions of dollars for the electric grid  as the state navigates its own clean energy goals, experts say. Biden s American Jobs Plan includes a $100 billion investment in the power grid, including tax credits to incentivize the deployment of at least 20 GW of high-voltage capacity power lines, as well as extending and expanding tax credits for clean energy resources, including energy storage. The plan has been criticized by the Republican leadership in Congress as being too expensive, but clean energy advocates  including in California  are optimistic that the proposed investments could go a long way in building out transmission and deploying more storage, advancing some of the key building blocks to California s goal to reach 100% zero-carbon electricity by 2045.

California summer reliability rules driving utility fossil fuel plans, groups say in challenging CPUC

Dive Brief: Environmental groups are challenging the California Public Utilities Commission s (CPUC) decision to authorize emergency capacity procurements for the summer months, saying that it essentially creates a loophole for new investments in fossil fuel resources despite the state s long-term climate goals. Sierra Club, the Union of Concerned Scientists and the California Environmental Justice Alliance (CEJA) last week filed an application asking the commission to reconsider the decision, after the state s utilities outlined plans to contract additional capacity from existing fossil fuel plants. The commission is digging us deeper into a hole by making us more dependent on fossil fuels … and it s doing so on the backs of communities that have been bearing the brunt of the pollution for far too long already, said Nina Robertson, staff attorney with Earthjustice.

Community choice aggregators (CCAs) have become a formidable player in California’s electricity markets,  taking over the role of supplying electricity to millions of customers from the state s investor-owned utilities, announcing big-time clean energy contracts and pushing regulators to add flexibility to state rules that stymie the growth of CCAs.   A Monday announcement again underlines that expanding influence: eight CCAs have teamed up on a joint powers authority, an entity joining public agencies in service of a common goal. In this case, the goal is buying larger amounts of clean energy; many of California’s CCAs have renewables targets more aggressive than those of the state at large.
