Night when he walk home, i have to walk passed no less than a dozen soaks sleeping in the 3 blocks it takes me to get home. There is an emergency happening in my neighborhood. I live there. I own a business there. Put a Navigation Center in my neighborhood. Put a safe injection site. Put a wet house. We have an emergency in my neighborhood and the neighborhoods across the city.
