　　一、明确实施范围　　（二）适用对象范围。对实行告知承诺制的涉企经营许可事项，申请人可自主选择是否采用告知承诺制方式办理。申请人不愿承诺、无法承诺或不愿承担不实承诺法律责任的，应当按照一般程序办理涉企经营许可事项。涉企经营许可事项代为承诺的，应提交申请人明确授权文书。申请人有较严重不良信用记录、曾作出虚假承诺等情形的，在信用修复前不适用告知承诺制。　　二、公布事项目录　　（三）编制公布事项目录。依据《国务院关于深化“证照分离”改革进一步激发市场主体发展活力的通知》（国发〔2021〕7号）和《湖南省人民政府办公厅关于印发的通知》（湘政办发〔2020〕45号）明确的涉企经营许可事项，编制公布全省统一的涉企经营许可事项告知承诺制目录，在相关服务场所、网站和政务服务平台等
