Works Advisory Council on Historic Preservation is independent federal agency part of the executive branch. It is was created by the preservation act. And it recently, a couple years ago celebrate its 50th anniversary. It is a regulatory agency. And as we will see has responsibilities not only in that area but to advise the president and congress on matters concerning preservation policy. Farmers to respond to Avian Influenza on their facilities. Biosecurity is a term that describes every day and emergency disease processes a farmer uses to prevent and control diseases. It is probably the single greatest weapon that we have against Avian Influenza. Unfortunately, biosecurity is not consistently applied by all farmers and all Poultry Companies. We need to look at, as far as number two is concerned, a few aspects of our current Emergency Response plan so we can respond more quickly, more rapidly to an incident. We can get into that a little bit later. Number three, provide an Insurance Program for poultry farmers who contract with Poultry Companies to raise their flocks. Dr. Clifford mentioned indemocrat any fictionindem ni indemocrat fictions that have been paved. Thats very important. They may or may not receive those indemnification. I think we should look into this seriously. Vascy nation for controlling Avian Influenza in poultry requires very serious consideration.

They will walk through the modification and members will get an opportunity to discuss and ask questions about the modification. Once that process is complete it will be open for amendment. Before we take these next steps id like to make a few initial comments. I want to thank my committee members. We were a able to include a number of their amendments in the modification and the mark and will be better for it. From the outset e of this process, producing this legislation has been a group effort as i have been joined and ably assisted by the majority members of the committee. I want to thank them and are the hours, days and weeks of hard work that have gone into this process. By producing this modification, we have taken another big step forward for tax reform. They have been looking at ways to incorporate the history of reconstruction into the National Park Service Sites and they will report what the National Park service is doing. Will do, etc. And then, Jennifer Taylor is a phd candidate in history right here at the university of South Carolina who helped to develop very impressive exhibitions and tours at the Woodrow Wilson family home here in columbia which focuses heavily on the , reconstruction era when he lived in columbia. Let me just begin just by saying my involvement in this little part of reconstruction history goes back to the year 2000 when totally out of the blue i received a phone call from the secretary of the interior, Bruce Babbitt, who said, professor, i have just read your book on reconstruction.
