Chairman Whitehouse, Ranking Member Grassley, members of the Committee, thank you for the opportunity to testify before you this morning at this important hearing. I am Samantha Jacoby, Senior Tax.

Samantha Jacoby is a Senior Tax Legal Analyst with the Center’s Federal Fiscal Policy division. Prior to joining the Center in 2018, she practiced tax law at two international law firms in New York and Washington, D.C. Previously, she worked as a policy and research analyst at the Solar Energy Industries Association, where she focused on the impact of tax incentives on the energy industry.
She earned a J.D. from the University of Pennsylvania Law School. She holds an M.P.P. in public finance from American University and a B.A. in political science from the University of the Incarnate Word.
