Oregon state lawmakers took another step to help the homeless on Wednesday, passing a bill that allows people to sleep outside if they don t have anywhere else to go.
KATU has previously reported that a majority of arrests in the City of Portland were people who were homeless.
State Senator Michael Dembrow said House Bill 3115 will force cities to create ordinances that protect the homeless from fines or arrest if they have nowhere else to go, and also alleviate the burden on the court system.
