This translates to a heavy percentage of affidavit ballots being rejected: 32.4% in Erie County, 22.8% in Dutchess County and 21.2% in Ulster County, the group s research found.

The legislation would move August primaries to June and also eliminate regular elections held in May, effective in 2023. The primary election change package consists of four bills sponsored by two Republicans and two Democrats.
