Vote the presiding officer on this vote, the yeas are 71, the nays are 21. Threefifths of the senators duly chosen having voted in the affirmative, the motion is agreed to. Mr. Leahy mr. President . The presiding officer the senator from vermont. Mr. Leahy mr. President , i think were waiting for somebody on the other side. Ill yield, but i want to thank everybody for joining senator shelby and i on this vote. Its going to help us move forward, where i noted, as i said earlier in my remarks, republicans and democrats came together and worked extraordinarily hard on these appropriations bills. It shows what can be done when we do that. I think the vote here is an indication that if nobody is seeking recognition, i will suggest the absence of a quorum. The presiding officer the clerk will call the roll. Quorum call mr. Thune mr. President . The presiding officer the senator from south dakota. Mr. Thune i understand the national . A quorum call. Concern. In setting bargaining chip . If this is costing you more votes than it is getting you, would you take the individual mandate out . Let me say this is about getting it passed in the senate. That is the objective. This is not a bargaining chip. It is an unfair tax on poor people. To think you would put a penalty on people who cannot afford to buy medical policy is just fundamentally unfair. That is what this is all about. But it does have a political impact. Theas been added into original proposal. Could you live with it if it is taken out . I think right now our objective is to keep it in. It provides a big tax cut for the middle class. It takes up the tunnel team. But we will work with the senate as we go through this. It is a very big deal, we got it done. We got it out of the finance committee. Were going to get something to the president to sign this year. If we can repeal part of obamacare and still have a good textile, that is great. I think it is up to the senate and the

Not we need to revisit the concept of u. S. Enterprise funds. U. S. Enterprise funds were launched in early 1990s by george h. W. Bush. U. S. Government dollars funded investments in developing countries. It was an idea that was ahead of its time. And there were several dozen of these Enterprise Funds that were launched. Many of them were very successful. Some that had some hiccups. But most were broadly very successful, but you would ask yourself, why hasnt there is any number of Different Countries where you would say we ought to be applying this. Thankfully, in the Obama Administration, there were a number of countries where there was political will to apply this tool, and i think its a very valid and useful tool for our tool kit in the United States. And so we have examples from tunisia and egypt that were going to talk about, as well. So were going to talk a little bit about the history of what are these things, how they come about, what can we learn from the past. How are some of
