MANILA - The Land Bank of the Philippines (Landbank) and the Development of the Philippines (DBP) have facilitated the distribution of over PHP8.2 billion for the PHP5,000 in direct and unconditional cash aid each to over 1 million qualified small palay farmers from 2019 to 2021, according to data from the Department of Agriculture (DA). These two state financial institutions distributed the cash aid as part of the Rice Farmers Financial Assistance Program (RFFA) of the DA under the Rice Tariffication Law (RTL), or Republic Act 11203. Farmer-beneficiaries receiving the PHP5,000 cash aid should be registered in the Registry System for the Basic Sectors in Agriculture (RSBSA). Under RA 11203, rice import tariffs in excess of the PHP10 billion earmarked annually for the Rice Competitiveness Enhancement Fund (RCEF) could be used to provide financial assistance to palay growers, among other possible options. ADB, France lend $809 million for Philippines climate action plan

The Philippines has obtained loan packages worth $809 million from the Asian Development Bank and the French government to bankroll mitigation measures against climate change. Finance Secretary Carlos Dominguez III said the Philippines has finalized $250 million in funding from the ADB for the multilateral’s pioneer climate change policy-based loan and an additional $159 million from its French counterpart in support of the country’s efforts to alleviate the impact of climate change.
