Seaside Park man charged with failing to register as sex offender Get our free mobile app Thomas Lockhart, 61, of Seaside Park, was arrested following an investigation by the Ocean County Prosecutor’s Office Megan’s Law Unit and Seaside Park Police who learned  that Lockhart, who was previously convicted as a sex offender, was living at the Desert Palm Motel in Seaside Park. He then allegedly moved without registering or notifying the appropriate local law enforcement agencies, so a warrant was issued for his arrest. On Tuesday, Manchester Police conducted a motor vehicle stop on a vehicle being operated by Lockhart and then placed him under arrest.
