Four years after it was initially recommended by the city's civilian police auditor, the San Jose Police Department is expected to begin classifying instances where officers point their guns at people as a use of force.
Most people against whom force was used did not report injury and about 15 per cent had a minor injury like redness or swelling, according to the report.
