Scotty Quixx, a nightclub on Granby Street that was closed by the city in September, filed a lawsuit seeking to block the city's action against them and $1 million in damages for lost revenue.
Legacy Restaurant and Lounge will remain closed while the Norfolk Circuit Court considers their appeal of the city's decision to revoke their permit, following a ruling issued last week.
Norfolkâs economic development director told News 3 that the city wants to see businesses downtown that serves the residents who live there like grocery stores and possibly more office spaces.
