'Prison gang' members posed a serious threat to staff and inmates in minimum security River City Correctional Center, according to an incident report on altercations in the facility on June 17.
River City Correctional Center emphasizes treatment for low-level felons. An I-Team investigation found it also houses many offenders convicted of violent crimes including rape, robbery and assaults.
Shawn Black, 29, was apprehended by the North College Hill Police Department and Hamilton County Sheriff s Department after an incident in North College Hill that is still being investigated.
