That is how states set longterm goals. In a number of ways the bad habits for making decisions that must be left to states. This is troubling given the laws specific prohibitions. Years, states grappled with a rigid accountability system. The every Student Succeeds act turns the page on that bill and restores these decisions back to state and local leaders.
