7／27全國防疫警戒將降至二級，補教業也可以恢復授課，台中市政府因為防範病毒採取最高規格。市議員羅廷瑋說，最終原因還是目前疫苗不足全體市民疫苗接種覆蓋率未達七成，目前台中市政府規定相關從業人員需要必須接種疫苗達14天，或是每3~7天一次自費快篩並上傳至教育局才符合規定。
羅廷瑋說，台中市補教協會及許多補教業者忿忿不平反應，指許多業者配合政府規定已經停業超過二個月，財務出現困難，現在可以復業卻又規定比其他任何一個行業嚴格，非常不公平。也有許多業者陸續反映，當初台中市政府完成補教業人員造冊後有成立一個Line的社群，要回應業者相關問題，但因問題回覆不完竟然直接把社群刪除，令人傻眼。
