We have to take that into consideration and they didnt do that and i know that you might have had that conversation that you want to follow the law clearly and i know a federal judge is already ruled that the epa in the past considered them discretionary and not mandatory and i think your position ive heard is that you think they are mandatory and you tend to abide by them.
