Why I voted to support a confounding Zoning By-Law (WA 26)
If zoning is an instrument of torture, then Brookline’s Zoning By-Law is a Stradivarius of exquisitely crafted, pain-inducing artisanship. Weighing in at almost 2 pounds, and over 200 pages thick, this finely tuned piece of complexity has Brookline’s 6.83 square miles carved up into 29 districts, sub-districts and special districts (each one the result of political and legal wrangling by various and not-always-innocent interest groups over decades); and inlaid with 71 different regulated uses and accessory uses. The word “except. or variations thereof, occurs no less than 72 times, and the word “special” no less than 61.
