It looks like it took about an hour and a half for the Pipeline Company to even notify emergency officials that there had been a spill. That happened near goleta on may 19 spilling crude down a culvert into the ocean off the southern Santa Barbara county coast that left beaches black, creating a 10squaremile slick on the pacific. Reporter those tar balls were found along almost 7 miles of beach from the el segundo jetty south to redondo beach. The coast guard says those beaches will remain closed until at least noon today.
