Mayor London Breed appointed San Francisco’s economic development chief, Joaquín Torres, as the next assessor-recorder Wednesday the latest City Hall shakeup in the wake of a public corruption scandal that has forced a shuffling of top officials.
Torres, who is director of the Office of Economic and Workforce Development, will step in for Carmen Chu, whom Breed appointed as city administrator this month. Chu takes over from Naomi Kelly, the current city administrator, who plans to step down Feb. 1 after prosecutors charged her husband in a multipronged bribery scheme that was first made public last year.
