SAN DIEGO  Social workers and mental health professionals teamed up and hit the streets of downtown San Diego on Monday morning in the biggest outreach ever in San Diego as the city attempts to reduce the growing number of encampments on sidewalks. “This is unprecedented,” Mayor Todd Gloria told teams that had assembled in a downtown parking lot on Broadway. “This is a focused effort we have not seen before.” Gloria and City Council members Stephen Whitburn and Sean Elo-Rivera thanked the teams and gave them a pep talk before they headed out on their first shift. For the next three or four weeks, teams will focus on East Village, the Gaslamp Quarter and the City Center area Mondays through Fridays, 8 a.m. to 4 p.m. Rapid-response teams will work until 10 p.m. to help people on the street in a crisis situation.
