Col. Doug Applegate, a former candidate for Congress against Rep. Darrell Issa, R-San Marcos, plans to take a run against San Diego County Supervisor Jim Desmond next year.
Applegate, 67, an attorney and retired Marine colonel, narrowly lost his race against Issa for the 49th Congressional District in 2016. Issa prevailed with 155,888 votes to Applegate’s 154,267, but the close race signaled changing partisan preferences in North County.
Applegate hopes to take advantage of the shift toward Democratic candidates with a challenge to Jim Desmond, the Republican supervisor for county District 5 and a former Mayor of San Marcos.
Applegate said his experience running for Congress gave him insight into the issues and needs of North County communities.

San Diego County Supervisor Jim Desmond this week unveiled proposals that the county spend $50 million in COVID relief funds on restaurants to encourage dining out and another $40 million on rental or mortgage assistance for police, firefighters, military personnel and National Guard troops.
Desmond is one of two Republicans on the five-member Board of Supervisors, which is expected to consider those options and other priorities next month, when it discusses how to spend $647.5 million in federal American Rescue Plan Act funds. Half of that money is available this year, and the other half will be paid out starting a year from now.

San Diego County Supervisor Jim Desmond is proposing a program to help restaurants struggling to come back from a year-plus loss of business due to the coronavirus pandemic.
Desmond s Dine-in and Help Out program would give customers 50% off their meals, up to $10 a person, if they dine out at a local restaurant on Mondays, Tuesdays or Wednesdays. The restaurants can then submit their receipts to the county for reimbursement for the remaining price of the meal, according to the county supervisor.
