Socil justice groups say with the possibility of high rent increases, seniors and people on fixed incomes will suffer, while landlords say the amendment is fair.
The New Brunswick Coalition for Tenants Rights says a group of tenants have filed a complaint with the Office of the Privacy Commissioner of Canada over a "tenant blacklist" that's being kept by the Saint John Apartment Owners Association.
