reporter: hey there, milissa. either they are ignoring the mayor s request or they are from out of town and did not hear the request to stay inside. as you can see behind me, lots of folks in central park are having a good go at it today. we have a snow ball fight. we ve seen a number of sleds and skis as well, joggers are back out. this was not the case three hours ago. it was incredibly cold, 15 degrees before the wind started to blow. that wind howling at one point. those gun metal gray skies, they just started to break apart here maybe about two or three hours ago. it turned out to be a decent day if you can stand the cold. this is the warmest it s been so far today here in new york city. it s about 21, 22 degrees right now. again, that s before one of those wind gusts. we haven t seen a lot of gusts but there have been a few here and there over the past few hours. mayor de blasio, you just mentioned him, he had a news conference about two or three hours ago. this is ju
thousands of people were affected. we can t let protests disrupt the thousands of people that use bart and the public transportation system every day that rely to get home to pick up their kids and other things. so it s not cool. our coverage of the protest continues later on in this newscast. you ve heard from bart authorities and part passengers and now at 5:30 we ll hear from others about their response. carlos nava was gunned down last week in oakland. what carlos father said when he spoke publicly today for the first time. rob? reporter: frank, we re outside of saint mary s cemetery where carlos nava has been laid to rest in a day of sadness and support. more than 200 family friends and strangers came to saint bernard s church in east oakland to say goodbye to the little boy in the tiny casket, whose death many hope will be a lightning rod for change. today his father spoke publicly for the first time since the shooting. speaking through the translator, he had t
his image and the phrase, rest in peace. dozens of friends, family and community members including police and fire officials attended the mass that started at 11 a.m. today. many carried flowers, balloons and stuffed animals in his memory. carlos cousin led a motorcycle procession with several family members but all were too distraught to speak with the media today. the media was not allowed inside the church but the pastor, father flores, says the monsignor is presiding over the service today. he is well known within the community and is experienced in dealing with tragedies like this one. i m just here for the baby. it s sad. it could have been anybody. it could have been one of mine or someone else s. it s a time to unite in an effort for peace in oakland. reporter: there was an arrest of 22-year-old willie torrence of oakland who they say was driving the car involved in the shooting. one of the men wounded in the shooting gave authorities the lead to find torrence
away from the memorial that s been set up here at 64th and international. it was just over a week ago that carlos was hit in the neck by a stray bullet during a drive-by shooting. two other men who were walking in front of carlos were also hit. but they survived. police do believe that this shooting was gang-related. it was this past friday that authorities arrested 22-year- old willie torrence of oakland in las vegas. they believe the man is responsible for driving the car the day of the shooting. he was out on parole for a prior weapon conviction and was spotted while out driving in las vegas. took a 3-year-old life. that was an angel. i just hope that they get prosecuted to the fullest behind what they did. they killed a 3-year-old. that changed the whole game. reporter: now, 26-year-old oakland resident lawrence dennard is the man police believe killed nava with that stray bullet. he was arrested in pittsburg this past tuesday and then on thursday, he was arraigne
