The Delaware County Homeland Security and Emergency Management Agency (DCEMA) is responsible for developing, implementing, and managing countywide disaster prevention, preparedness, response, recovery, and mitigation plans. It is also responsible for and coordinates the activities of the County’s Emergency Operations Center (EOC).
