what does that mean in a practical sense? social security checks and unemployment checks will go out. national parks will stay open. the mail will still be delivered and the tsa will still be operating at the nation s airports. coast guard and border patrol officer, air traffic controllers, federal firefighters, all those people will still stay on the job but working for free until the shutdown is lifted. most federal employees, including the cdc staff dealing with the flu epidemic are furloughed meaning they are temporarily out of work and temporarily without pay. they will get back pay but that s little comfort for those living paycheck to paycheck. military retirees will get their benefit checks and va pay.
