NOAA has just followed JMA and NASA in reporting on October's average global surface temperature. The surface temperature is the combination of thermometer-at-head-height data and sea surface temperatures, averaged out for the planet.
The revised total is up from 4 to 8 inches forecast on Saturday.
The midweek storm and the cold pulled into the region might feel like a winter slap in the face in Berks after a mild November and a light snowfall season last winter.

AccuWeather senior meteorologist Tyler Roys said the low pressure system will develop Tuesday in the Southeast, then then turn northeastward and track somewhere near the East Coast, tapping into the cold air that will be available to create a winter wonderland for some.
Berks is in the forecast bulls-eye, maybe.
AccuWeather was still hedging its bets somewhat on Sunday: Forecasters say confidence in the exact track of the storm system is still low, and that this will have a large impact on who exactly sees the worst conditions.
