The Rev. William “Bill” Wright Rankin, a longtime rector at St. Stephen’s Episcopal Church who helped implement health-care programs in resource-deprived regions in Africa as cofounder of nonprofit GAIA Global Health, died July 22 at his Tiburon home of chronic respiratory disease.
