Two legislative measures were consolidated by the House panel during a virtual hearing held Monday, May 10. Both bills sought to address the civil registry problems confronting IPs. Members of the Makabayan bloc who authored House Bill 1332, noted that IPs are “discouraged to register their biological milestones” because they find the current registration system “not friendly to their unique ways, tradition and culture.”

At a House Committee on Overseas Workers Affairs hearing Thursday, the administrator of the Philippine Overseas Employment Administration, Bernard P. Olalia, said amendments are needed to current law before insurance payments can be required of some classes of overseas workers like direct hires and overseas Filipino workers (OFWs) employed under government-to-government agreements. “We recognize that only agency hires shall be subjected to the mandatory insurance coverage,” he said in the hearing, adding that labor officials have long sought the amendment of Republic Act 10022, or the Migrant Workers Act of 1995, in order to expand the types of OFW subject to compulsory welfare insurance.

In its hearing on Thursday, the House special committee on senior citizens approved House Resolution 1047, which will change the release schedule for the P500 per month pension for every senior beneficiary. The Department of Social Welfare and Development (DSWD) handles the fund distribution. House Deputy Speaker Rufus B. Rodriguez, who filed the resolution, said the semi-annual schedule is “too long,” especially with the economic impact of the coronavirus pandemic. “A six months wait, and they’re indigent too, is certainly not the proper way to be of help to our senior citizens,” he said in the hearing.
