Prince Charles, 72, is the only Royal Family member to have visited Philip in hospital since his admission last month.
The Queen is thought unlikely to visit her husband as an inpatient because of the ongoing risk posed by COVID-19.
The Duke is known to detest any kind of fuss and a visit from the Queen would be likely to attract huge attention.
Ahead of the coronavirus pandemic, the Queen and Philip spent most of the year living separately.
