An LR is a formal communication sent by a court to a foreign court requesting the collection of evidence testimony of a witness in its jurisdiction. For the Pulwama case, the LR being drafted to be sent to Pakistan will seek to identify the original subscriber of the mobile numbers and the social media accounts which were used by a Pak national, Mohd Umar Farooq.
