The empty lot on 3rd and G streets – formerly the Ross Market Building, which burned down in 2006 and occasionally hosts local paintings and art fixtures – could see a four-story mixed use building with 13 apartments including studios, one-bedrooms and two-bedrooms over ground floor retail shops, offices or restaurants.
