TELEVISION PUBLIC INTRODUCTION Faced with huge budget deficits, a stagnant economy and the need to cut taxes on hard-pressed American families, Congress has to take a fresh look at eliminating some domestic programs. High on the list for cutting should be those programs that ought to be private sector enterprises rather than government corporations, and those that al ready have outlived their usefulness.
