But the problem is it contradicts the idea of having the Career Civil Service model where you start off as a junior person in the very lowest court and work your way up. Because the whole point of having these sort of experienced dignified people is theyre going to start off at a relatively high level, and not want to start out in the low courts making 5 kwi a month. So theres some contradiction there that needs to be worked out. The decision also calls for a significant reform in the court system. And both of these are apparently designed to address the law of local protectionism. Courts at a given administrative level tend to be answerable to Political Authority at the same level.
