Required to determine on a casebycase basis whether they are old enough to withdraw an application. That is stricken in this bill. The law says now that a mexican child that raises no trafficking concerns may be permitted to draw an application and voluntarily home if the child is able to make the decision. This bill changes the law to say that a child may be permitted to withdraw an application but in any event, the child shall be returned. It doesnt matter if he makes a decision, that kid is going home. Current law that says even mexican children can request to see an immigration judge but this bill says its not the case. Let me say that with regard to education, if i can turn to that first, our country has always been very, very strict about improving the enrollment of children at schools. And weve always been at the list of countries doing most to that end. And we are at 100 percent enrollment of kids at school. Now, wherever children are in my country, they go to school. And official education is offered free up until the age of 16. So free Public Education through the age of 16 to youngsters everywhere, wherever they are, from six years of age through 16 years of age. And i think its a fair point to say, without exaggeration, that when we take a look at the state of our budget, this is a quite considerable achievement. About 25 im talking about a fourth of our budget is earmarked for education. I think thats significant. And we are, in fact, strengthening the system, because, okay, we have 100 percent enrollment.
