A legal problem is partly behind the Government’s delay in releasing details of how quarantine hotels will work.
The obstacle relates to enforcement of the tougher border measure, a Government source told the PA news agency.
Officials are said to be confident that they will be able to work through the problem, though a well-placed source said it would require laws to be tightened so that it applies to everyone.
When the use of quarantine hotels in response to new coronavirus strains was announced on January 27, Home Secretary Priti Patel said the Government would “set out further details” this week.
City A.M. that they were still waiting for a full plan for the scheme.
Under the plan, arrivals from 33 countries deemed high risk will be forced to quarantine in hotels for 10 days.
The move is an attempt to stop new cases of coronavirus variants such as those identified in Brazil and South Africa from entering the UK.
Earlier this week, it was reported that the policy would not be in place until 15 February – nearly three weeks after it was announced.
Paterson said: “I think in any normal company if you went out and announced a programme nationally and you hadn’t thought about how you were going to plan that, and you hadn’t spoken to the people involved . . . I’m not sure I’d have a job if I did that in my company.

The government is risking lives by being too slow to implement a hotel quarantine plan, Labour has claimed.
Boris Johnson confirmed in January UK residents returning from Covid hotspots would have to quarantine in hotels, but a timetable has not yet been set.
Labour has written to Home Secretary Priti Patel to urge her to end the delays and get on with it.
But ministers insist there is not a delay and they are working on the scheme at pace .
The prime minister had said there would be an announcement on hotel quarantine on Thursday but Downing Street later said he was misinformed .
