play that is hard to pan out. on the one hand, you fire up your respective bases. that s great for these guys going into the mid-terms. each side wants to do that. the flip side is as you fire up the base, it makes it less likely that you re going to get anything. now the next question is, do you have to deliver going into the mid-terms? that was the big question with tax reform and for the republicans. they did deliver. they have something to take to the voters. the next question is, what do the democrats and the republicans do on immigration? do you try to deliver something on that? it has to happen february 8. they kicked the can down the road thing. they keep saying the analogy. so if you keep kicking the can and mitch mcconnell promised and up or down and you don t get anything, what do democrats do? the base is fired up and ready to go, as somebody might have said. it s a horrifying process.
republican members as they try to work out what could be the goldie lokts deal here. graham has been talking for at least the last couple of days at length with me earlier today about the idea that this 30-day cr was just too long. it was too much of a kicking the can down the road thing. the other concept that has been floated repeatedly is a blink, a short cr, three, four, five-day effort to keep the government open. that was too short. so what s the conversation has been about to the best that we can tell is the length of time to allow to try to keep the government open. it appeared earlier on, again, from the smoke signals that we get used to reading around here, like they might be closer to announcing something. when mitch mcconnell came back to his desk and set the lectern up, when we started to see movement around the idea that there would be an actual speaking here on the senate floor, which has been stalled since this vote stalled. but now you have this continued huddle arou
coming from him, david. but at the 11th hour would democrats really be willing to shut the government down over daca, over the d.r.e.a.m.ers? it s a good question and one democratic leaders are grappling with in these days leading up to this deadline. now john lewis, of course, if every democrat in the house was to follow john lewis s example there and no democratic votes on this, paul ryan showed in december that he could muster enough republicans to get over the hurdle to fund the government at least for a short-term kick the can down the road thing until they work it out. it s on the senate side that s the big question about democrats. will chuck schumer be able to hang onto some red state potentially vulnerable democrats from states like north dakota or indiana that donald trump won by a huge margin. will they be willing to shut down the government over not having a deal on daca?
