Young Muncie woman formally charged in fatal crash © Photo provided Riley Kramer MUNCIE, Ind.  A young Muncie woman has been formally charged with causing a fatal traffic accident after smoking marijuana. Riley Elizabeth Kramer, 19, was charged last week in Delaware Circuit Court 5 with causing death when driving with a controlled substance in system, possession of marijuana and possession of paraphernalia. The driving-related charge is a Level 4 felony carrying up to 12 years in prison. The other two charges are misdemeanors. Authorities allege blood tests showed THC  a chemical compound found in marijuana  was in Kramer s system when she was involved in a crash, at Ind. 3 and Delaware County Road 700-S, last June 5.
