Ricky Frazier, 42, was arrested and charged with felony criminal mischief.  Detectives with the Panama City Police Department received a tip from the public on Frazier’s whereabouts and he was found shopping in a business in Springfield. Frazier was found wearing a wig, a hat and clothing to cover up his appearance. The investigation is still ongoing, but PCPD investigators say they believe Frazier acted alone. On July 5, Joe Moody was vandalized with graffiti that displayed white power, and Nazi symbols on one of the buildings in the park. The vandalism caused an uproar in the community that supports the park, which has been closed since it was damaged by Hurricane Michael in 2018.
