Three days later plainclothes officers encountered three teens and arrested them. Police say a 13 yearold from hunting park was carrying this rifle, in his pants. This guy, kids going these guys are hooked up, they are 13 yearold you are a hold up hand, stick up man, armed with the gun. Reporter those living where this happened are concerned. Sue institutes new rules aimed at cushing the use of tobacco. Rules could protect children from tobacco, as well. Greg argos live at city hall where the mayor and commissioner discussed those new rules, greg . Reporter good afternoon, there, jim, i can tell you, yesterday our own Health Reporter Stephanie Stahl broke this story this morning, this afternoon, we have new details about the mayors plan to target tobacco retailers, he says, may be targeting children. Hes proposing new rules which could limit the number of tobacco resale ers, here, in the city of philadelphia. Now the mayor says the goal is to lower philadelphias addiction to smoking and to prevent what he says is predatory marketing toward underaged children. Some shops, lower income neighborhoods, smoking place at childrens eye levels, in one case the mayor says the Health Department found children had to walk by 16 Stores Selling Tobacco Products on their way to school. So today the mayor has proposed new restrictions on
